they incurred if they took service with a State at war with

Great Britain. The Municipality of Shanghai pointed out

that apart from the constabulary employed by the Council

there was a large number of Sikhs and Mohammedang in

private employ as watchmen (as also is the case here) and

they suggested that these men should be borne on the

strength of the Municipal Police, and therefore become

subject to compulsory repatriation at the close of their

service. To neither of these excellent suggestions does

effect appear to have been given.

It would clearly be of no practic-

-al value for the attainment of the objects in view, for

this Government to refuse to enlist any men locally, so

long as hundreds of eligible recruits reach the Colony

and seek employment on the Railway, or in private capaciti-

-cs as watchmen &c or emigrate further Eastwards. On the

other hand the cost to this Goverment of enlisting in

India under the scheme proposed is estimated at Rs. 8,152

(say $5,720.70) per annum while the delays and correspond-

-ence consequent on the procedure laid down, (which I have

quoted in paragraph 2) render it practically prohibitive.
